Implementation Of Government Flagship Programs Through Cooperatives

What Do The Flagship Programs Mean?

Flagship schemes of the government of India are those schemes which are declared so by the union cabinet or the Development Evaluation Advisory Committee (DEAC) of Planning Commission. The list of flagship programmes can be modified by the DEAC or the Government from time to time. Flagship programmes derive their origin from the term flagship which is the main or most important ship of a country's navy and is symbolic of the main thrust of the nation's developmental policy. So these are the best and most important programs of the government. These help the government in bridging education, health, infrastructure and employment divides.

Why Does Government Seek Assistance From Cooperatives

Every government has some flagship schemes, which are the best and most important programs of the government. The government needs assistance and cooperation from cooperatives at the grass-root level because the cooperatives, due to their vast spread and outreach across the country, can seek active involvement of people at actual in the development schemes. The cooperatives can also be instrumental providing door-step guidance on these schemes and generating awareness.

The government needs assistance and cooperation from cooperatives at the grass-root level because

a) The cooperatives, due to their vast spread and outreach across the country, can seek active involvement of urban councils or small town institutions and people at actual in the development schemes.

b) The cooperatives can also be instrumental providing door-step guidance on these schemes and generating awareness.

c) Cooperatives, due to their grass root level presence and member driven operational economic atmosphere have the potential of enhancing financial inclusion in rural areas which forms the base of implementation of many flagship schemes.

d) Cooperatives follow cooperative principles and have tremendous potential to play active roles in identifying opportunities and threats of implementation, ensuring training, extension and awareness generation through local community meetings, and carrying out monitoring, inspection and evaluation of the steps taken under the mission to make the Mission successful.

e) The country’s development sphere hinges around the community and community organisations as these are the agencies which can utilise public resources efficiently and skilfully in various planned development interventions.

f) The cooperatives in consultation with the local self-governments can identify required contours of economic and welfare policies and prepare a realistic roadmap for a journey towards a positive and sustained development ensuring the required coordination between the people and village/block/district/State administrators.
